Delaware! Such a cute town and great size. The students seem to love it there. My kid is having so much fun!

Second Delaware. Also Penn State, Pitt, UVM, CU Boulder, VA Tech. (Based on my B students experience)

No. Penn State received 150,000 applications last year. They are not taking 3.0 students.

The Catholic SLACs such as USD, USF, Loyola, Marquette, Gonzaga etc are all good options. BC, GU and SCU out of reach.

Perhaps your kid should consider a post graduate program at a boarding school for one year. People in the DMV seem to not realize these programs exist. However, a lot of them are an excellent chance to mature, live away from home, boost GPA and get good college counseling.
