Excellent reputation, strong programs, and accepts a good number of B students?

Can you be more specific? What is the unweighted GPA? There's a difference between, say, 2.9 or 3.0, on the one hand, and 3.4 on the other.

OP-I think it also depends if it’s public vs private HS school.

Tulane ED, Northeastern ED, if private high schools. Chicago ED if feeder schools.

Depends on your HS.

At our private, it's Tulane, SMU - both if ED.

3.0 GPA is looking at regional state universities.

3.5 maybe some of the privates in this thread, with ED.
