My DC class of 26, 3.5w in FCPS, 8 APs, test optional:

Accepted: JMU, Indiana (not Kelly), UMW, Loyola MD, College of Charleston, Michigan State, Xavier, Syracuse (not Newhouse)

Waitlist or Branch campus: Pitt, Penn state, Delaware, Tennessee

Rejected: Fordham, South Carolina, Virginia Tech

Did you get merit from any of these schools?

COA is lowest for JMU and UMW, in state and around $30k/year

COA $45k ish $Loyola MD

COA $60k ish. Xavier, Indiana, Michigan State, COC

COA still $77k even with $15k of merit, Syracuse. So, completely a non starter.

My son's good friend, class of 2025, with a UW 3.5, medium rigor from large public was accepted at University of Colorado Boulder, Elon, Kenyon, and Oberlin. Full pay boy which I think helped a lot.
