Wonder why there are so many on here politicizing the death of this young woman and attempting to derail the thread? Sick. This case is so close to DC and many posters are women or have daughters, you'd think there would be some respect. Or that Jeff deleting PAGES of posts would be a clue.

I am grateful for the news that this man is off the streets, hopefully for decades now.

I hope these victims will be able to recover, not sure how tbh. They must be relieved he has been arrested. What a dangerous, manipulative predator. Gives a sense of how he may have approached Pava with a story.

This is such a tragedy. There are many aspects of the criminal justice system that played into the suspect being on the street, including his suspended sentence for first-degree sexual assault, which the judge apparently did not agree with but relented out of respect for the victim who did not want to endure the trauma of testifying, and the "good-time credit" that allowed him to be released after serving only a portion of that already undeservedly short sentence.

Then there is the horrific crime the accused is alleged to have committed the week before this murder, which included breaking into a house in West Baltimore, duct-taping a couple, raping the women, and then setting the couple on fire, which was not even publicized. The crime was listed as an "arson." Basically, there was a dangerous criminal on the loose, but the police did not publicize that for reasons unknown.

I heard a report that they were having skin grafts but are still alive. The male victim's mother is upset that law enforcement did not sound the alarm about the suspect, who they knew was extremely dangerous.

WTF -- Billingsley knew the couple he set on fire and it was targeted and the guy on this morning's press release "doesn't want to speak ill of the victims"??? What was the motive for the first crime?

Not really much news from presser, no signs of forced entry at apartment building or apartment itself.

Re: other victims, they were associates of some sort and it was targeted. Still investigating re: Pava, any connection, how he got access, etc.

On Sept. 19, a man banged on the door of a rooming house in the 800 block of Edmondson Avenue and identified himself as a maintenance worker. When no one opened up, he kicked in the front door, pointed a gun at two people inside then handcuffed and duct-taped them, according to a source with knowledge of the investigation.

Authorities believe Billingsley raped the woman and cut her neck. He doused her and the man with some liquid, then set them on fire, according to the source. The couple survived and were hospitalized along with a child in the house.

A neighbor recalled everyone rushing outside when the fire broke out. The neighbor told The Banner they saw two people put into an ambulance, and the victims were saying they had been tortured.

The reason it wasn’t publicized is not ‘unknown.’ It was a poor black couple so it wasn’t deemed worthy of being publicized.
