Point out one instance where she has explicitly said she supports the casino? I don’t necessary thing you are wrong that she won’t veto the bill, but I cannot think of any example where she commented on it.

She will sign only bills that are in her best interest from a political standpoint. All others she will let pass without signature saying it is the will of the good people of Virginia.

Spanberger accepted $100,000 from Christopher Clemente, the CEO of Comstock Holding Companies, the developer pushing for the Tysons project. Winsome Earle-Sears, ac words $105,000 from a PAC funded by the same developer. By accepting the money from Clemente, Spanberger signaled her support for the casino though she said she wants to see a gambling commission to go with it. It is all political jockeying and making room for plausible deniability in any event. Having someone from your own party pushing for this casino makes it more likely she will let it pass without signing the bill.
