Gang members will find a way to kill. They are doing it for a reason. They will steal guns. They will make Molotov cocktails, etc. And they will never do a shooting in an elementary school (I guess if the teachers were part of the gang? not impossible, but must be very rare)

Suicides and insane people may be more easy to dissuade. Making AK-15s illegal will affect them. Background checks will affect them. So it is important to not have the compassion fatigue associated with the gangs stop of from doing things that will work in this case.

I suggest we redefine mass shootings as more than 10 people killed in a single incident. That will reduce the number of mass shootings overnight.

I think it does make sense to redefine it as shootings not related to gang activity. These two have very different cures.

National gun registry for citizens and no guns allowed for non-citizens. You have right to own and bear arms but will be fined heavily if they’re not registered.
Greater police presence at schools, with third party training and certification of police and annual mass shooter response training. Not more cops overall, but reallocation. Hold accountable for lives lost and serious injuries. Protect and serve will be culture, not arrest and fine.
National ad campaign (similar to anti smoking and anti drugs in 80s and 90s) promoting family, community, friends, and service while stigmatizing violence, bullying, and social psychosis. Paid for by reducing / eliminating wasteful entitlement programs.
Training for students and teachers on warning signs of high risk young men with ability to refer to a psychological support team with mandatory parent involvement.
Finally, restrictions on media regarding glorification of killers and tallying number killed like a video game score. If we can put some controls on right to bear arms we can also restrict free press a bit. Pen is mightier than the sword after all. What do you think is inspiring all these killers?

How about not selling guns to children? That is, anyone whose brain is not yet an adult brain, those under 21.
