I'm sure there are, but at the end of the day, state/countries have to protect their interests and capabilities. Besides - I don't think every government wants to be tracking every fishing boat or seagull or mass of seaweed floating in the water. |

Me too on both counts (think Ariana- the afghan nat'l airline in the early '90's, etc.) Nowadays the slightest turbulence freaks me out which sucks b/c I have to fly frequently on long haul flights for work. |
