It is not the case and it really needs to be implemented. It's so frustrating to seem coaches encouraging marking tight on goal kicks. The only think the GK can do is boot it. Punting should be banned (and bring back heading). If you coach encourages punting and marking tight on goal kicks, ask him/her why? It should be stopped.
The buildout line is part of a group of U.S. Soccer mandates that officially go into effect in fall 2017. Some parts of them (age groups) have been implemented this year.
I hate that my kids are too old and will miss it. Saw some really dreary U9 games that were nothing but bad goal kicks. Yay, development!
My kid is U10 this year and usually plays this way so that's why I thought it was already being used widely, I started seeing games with the build out lines last spring. The team is encouraged to play out of the back and keep possession so the new rules help reinforce some of that.
Our club only plays out of the back/possession style too. We play the long-ball teams that punt to the goal all of the time. The long kicks seem to be the style of most clubs. Once the possession gets good though-these clubs are running around playing chase. The punts/long balls win early on, but don't educate/develop the players properly.
Looking at younger ages U9-U11. One of the biggest problems is how teams mark so tightly on goal kicks. Often the only decision for the GK is to punt the ball because that's where the space is. However, there are some clubs that, even if you implement a build out line, they will still punt. What I don't understand is why doesn't the club/parents stop this? Honestly, I couldn't put my son on a team that plays this way. Where is the development? People have to understand that kids will make mistakes in the back and to let it go if it happens. Focus on quality of play at the younger ages.
