What you say is true. That does NOT give the government the authority to censor the speech and opinions of others.
The irony about changes in guidance is that many of the people who bought into much of the early information and guidance still believe it - despite evidence to the contrary.

And some guidelines were made because there was a fear that there would be a shortage of N95 masks. Instead the government explicitly lied about needing N95 masks. It is well known that MERS and SARS were airborne. The government was the source of the disinformation, misinformation at best.

Covid killed over 1 million Americans. And many of those deaths happened because of viral toxic disinformation. When it's killing people, it a threat, and dangerous.
