I don't understand why this happens and no one does anything to target the neighborhoods where the youths are coming from.

Amazing that such a high priced city would have such terrible crime. From a quick glance of the local news I didn't see any brutal attacks for MD (outside of PG) or VA meaning places that cost the same in MD and VA don't have these issues.
