Why might someone need to buy 16+ gallons of whole milk from Costco?

Those are Costco business locations, but there are none in the DC metro area.

Op, Costco is a warehouse where businesses buy their supplies from there.

DP I've definitely seen mom and pop stores selling Kirkland brand staff "not packaged for resale."

I’m guessing a mom and pop type restaurant or coffee shop, or a day care/preschool. Could also be a small private school or even the athletic department at a high school or college.

About a 100 years ago there was an invention called a freezer. They are wonderful because you can buy
Lfood that doesn't have a long shelf life and freeze it! Lots of stores carry them
