You say the man has lived there for years. Has the house been suspicious for years or was it more normal and these changes are more recent?

If I saw a house with blacked out windows, men coming and going from the back of the house, Middle Eastern, and everything else OP described, I too would jump to wondering about a terrorist cell. It's not racist to come to a logical conclusion.

If they were Black, traffic coming and going 24/7, men with little baggies in the front yard, I'd jump to thinking they might be drug dealers.

If they were White, carrying coffins into and out of the house, I'd wonder if they were mobsters.
