How long has this been going on? Could they be watching other neighbors (that is, could they be FBI or something observing other neighbors?). Hopefully they would be more discreet? Are you home all day?

I have looked up the owner and he has a name that looks middle eastern and he looks middle eastern, but I can't tell what country. He has owned it for years. I haven't seen any kids or women. I have seen him outside briefly, he seems clean and dressed in normal clothes. He looks normal but the house looks like a fortress.

And what have you learned about the owner? Can you Google him? Can you search the state business license database? Does he own any businesses? This really is not that hard.

There are fbi agents living in "regular people" home who keep up on who is buying and selling in the neighborhood they live in. They show up strategically to their house as they expect a dog walker, a student returning from school or someone returning from work to walk by or drive by their house to get to their own home. They try not to "look" creepy but don't realize they are creepy appearing just as someone is arriving near their home. All kind of weirdoes around in this world.

The Arlington home that blew up a few years ago- the neighbors had been reporting that the windows were blacked out.

If I saw a house with blacked out windows, men coming and going from the back of the house, Middle Eastern, and everything else OP described, I too would jump to wondering about a terrorist cell. It's not racist to come to a logical conclusion.

If they were Black, traffic coming and going 24/7, men with little baggies in the front yard, I'd jump to thinking they might be drug dealers.

If they were White, carrying coffins into and out of the house, I'd wonder if they were mobsters.

The windows have black colored windows treatments that block light completely. At night the windows look dark. What reason would he have to block the windows like that?

Call the police and reference this exact story and say you are concerned by the blacked out windows 24/7 and want to know there is nothing going on that could be dangerous to the neighborhood. And if you ever hear anything slightly concerning coming from the house report it and say you are worried someone is being held captive.
