No. Instead Invest heavily in teachers, community centers and make sure there are free things for kids to do 24/7. Tutoring, sports, arts etc. some kids will opt in others will not. Increase juvenile detention and school discipline. Remove problem kids to alternative schools. Don’t punish the good kids by rewarding the bad ones.

Pay kids to show up to school and get passing grades. They have done this on a smaller scale in the past. It works and probably better than a lot of the current fluff programs.

Same thing with teen pregnancy - offer cash for forgoing having children until after high school graduation- both boys and girls.

Teach personal finance and explain realistically how to move from low income to middle income. Normalize it’s ok to move away to do better for yourself. Sadly it’s not some made up talking point that earning a middling salary isn’t worth it bc you lose benefits. Think about it - do you think $45k is enough in this area to pay market rent and all other expenses for a mom and two kids?

Increase access to youth sports - many different sports. To give kids more options and to start moving sports away as a career goal. Just play for something to do.

Incentivize only having one child by offering additional benefits.

Instead of more apartment rented as affordable housing - condos that are purchased at affordable prices.

Better coordination with the federal govt office es in DC for hiring students directly after high school graduation. But also provide some DE courses while in high school so students who want to can get a start on a degree.

Create an option for a high school students who ar essentially failing or who can’t read or do math at grade level are significantly behind to get a basic diploma by taking an intensive phonics based reading and remedial math for a couple hours a day vs the standard 6 hour day their senior year so that they will graduate being able to at least read and do basic math.

At the very least it is more cost efficient. The amount of money we spend administrating many of these programs is way more than the cost associated with people potentially scamming the system.
