Stop.coddling.criminals. This is ithe one and only wraparound service they need. DC council is full of loons for whom protecting the rights of a criminal is more important that providing safe environment to law abiding citizens.

It’s time for tough love, have guts to implement laws and tough live. You commit a crime, you will be enrolled for mandatory service in Peace Corps or something similar. Make them build houses for the homeless, show them the value of work and how those free meals are earned.

Dr. Jennifer Doleac has looked into the research about wraparound programs when it comes to criminals and recidivism. Apparently, the current research shows they either do nothing, or make things worse:

You realize of course that according to that take, it would mean black values are about:
- being bad parents
- behaving badly
- not knowing right from wrong

Whoever these enlightened scholars are making these declarations about "not black values" should get in touch with reality.

We have never had real wraparound services.
