For the service, yes, shoulders covered. Church or grandmas birthday party. I've seen girls wear very short dresses the the service and I think it's inappropriate (short enough that they're constantly tugging them down to stay covered. )
Yes, listen to this poster and not the scary trolls. In my area the more mature girls do the more bodycon dresses that give me flashbacks to 2000s bandage dresses, but most girls are still doing skater dresses. Short and tight is better at 13 than 17 and there’s only a short window of time in one’s life when you can wear a $30 dress from the juniors department and not look cheap. Embrace it.
