I guess it depends on how busty the wearer is, but I wouldn’t have an issue with most of the necklines. They are pretty standard necklines for teen clothes.

At my niece's bat mitzvah last year, all of her friends were wear VERY short and tight dresses similar to homecoming dresses and they just used a random sweater or jean jacket to cover their shoulders. My DD was PISSED I made her wear something more conservative. You should have seen her face when we walked in and she saw everyone else.

15:20, the Dillards link is closest to correct, for the party. Short and tight (I know that's not what most parents want to hear, but it's what they wear) with sneakers. Think homecoming, or look at your friends social media pics from homecoming. I've seen some skater style too. If a kid has an alternative style that's fine too - I've seen girls in one piece pants jumpers and other styles.

For the service, yes, shoulders covered. Church or grandmas birthday party. I've seen girls wear very short dresses the the service and I think it's inappropriate (short enough that they're constantly tugging them down to stay covered. )
