If you think a cap is needed, that should be done at the visa level, like only issue X F-1 visas per year overall. Don't just target specific colleges.

Foreign students studying in universities generally are not eligible for financial aid, so they pay full tuition, and like foreign tourists spending in the US, it counts as an export. So if we do limit it, it's going to make our trade deficits worse.

I'd even be fine with 10%, but that is plenty. 27% (a recent Harvard number) is completely unnecessary. Also, certain countries are known to produce many applicants who cheat on ESL and other standardized tests. So, getting the "best and brightest" is highly debatable. I teach at a less rarified university and guess who my most frequent AI cheaters are?

I agree with this. And I'm a Democrat. Harvard and many other elite schools function like corporations, so tax them accordingly. The way they suck up to wealthy donors (with the exception of some recent unforced errors), they will be fine. Redirect that money to public institutions, please.
