Actually, I worked in a very tough school. We did not allow kids to behave like this on field trips - we did not have that luxury. I think these chaperones allowed the kids to act like hooligans and get in to the conflict with the black hebrew israelites because they have zero experience in real life and could not see that letting a group of 100+ boys act like would be escalate the conflict. No, like most people, I expect my kids to behave at a national monument. Evidently this community has very low standards for how their kids behave. Blame isn't a pie to be sliced up. Each person is responsible for themselves. I watched all the videos and it was clear to me that Phillips was the only adult trying to diffuse the conflict.

What about the DC community? I dare you to substitute teach in the typical public school. The KY boys are angels compared to the the DC kids. But I guess the DC community has very low standards for how their kids behave.
