Livingston was in Congress and was leader. He quit when he was outed as having an extramarital affaire.

Did he represent Louisiana? I don't remember that much.

OMG yes - Bob Livingston was in line for the speakership after Newt resigned and the next Speaker was going to lead the Clinton impeachment. Then it came out that Livingston was also having an affair and he resigned. This happened to at least one more GOP Speaker candidate before they found one who wasn’t having an affair to lead the impeachment of the President for having an affair.

The speaker they eventually chose had molested teenaged boys for years.

In June 2018, Justice Department records show, Mr. Livingston registered to represent a firm linked to Yulia Tymoshenko—the former Ukrainian prime minister who at the time was running for president against Volodymyr Zelensky, the current president—and Mr. Poroshenko. Over the following months, Mr. Livingston contacted dozens of government officials in an effort to arrange meetings for Ms. Tymoshenko in Washington, among them Messrs. Trump, Bolton and Volker as well as Secretary of State Mike Pompeo, according to public records.

Ms. Tymoshenko met with Messrs. Volker and Anderson in December 2018, accompanied by Mr. Livingston, the records show. The following day, another lobbyist at Mr. Livingston’s firm introduced her to Mr. Giuliani. They discussed, among other matters, “the provision of US assistance to Ukraine,” according to her website.

It couldn’t be determined if Mr. Livingston was pushing for the ambassador’s removal on Ms. Tymoshenko’s behalf. Ms. Yovanovitch, during her tenure, had fraught relations with some senior Ukrainian officials, who viewed her as aligned with Mr. Poroshenko. When Ms. Tymoshenko came in third in the presidential election this spring, she accused Mr. Poroshenko of cheating.

Yovanovitch is a career foreign service officer who has served under six Presidents.

She is not "an Obama holdover." She is a career civil servant who served in top posts under both Republican and Democratic administrations.

To arrange the meeting with Volker, they hired lobbyists out of The Livingston Group, a Washington lobbying firm that was founded by Robert Livingston, a Republican who resigned from Congress in 1998 after admitting to cheating on his wife.

On May 7, 2018, a limited liability corporation named ITBC LLC was formed in the state of Maryland. Weeks later, using the name Innovative Technology and Business Consulting, the LLC had already inked a $50,000-per-month contract—including a six-figure payment upfront at the time of signing—to pay the Livingston Group, a lobbying firm run by former Congressman Bob Livingston (R-La.) for “government affairs representation and lobbying services before the federal government on promotional issues related to Ukraine and any other matters mutually agreed upon.”

The Livingston Group’s FARA registration paperwork primarily refers to the foreign principal’s name as “Innovative Technology and Business Consulting LLC,” but parts of their contract on file with the Justice Department refers to the entity as “International Technology and Business Consulting LLC” and Maryland business records simply refer to the entity by its initials, “ITBC LLC.”

ITBC LLC has no website under any of its currently known nom de plumes and Maryland’s business entity search engine lists the office address as a suite in Pikesville that houses other LLCs, law firms, and provides “serviced offices to rent.” The LLC’s resident agent is Sergei Krasnitsk, whose signature is also on the contract with Livingston Group in FARA records, according to FARA disclosures on file with the Department of Justice and made available through the Center for Responsive Politics’ Foreign Lobby Watch tool. Krasnitsk is also listed as an agent for another Maryland company called 4G Development which was incorporated in 2011.
