Migrants can carry it and it often enters homeless shelters, creating dangerous situations. Homeless people and migrants are out in the community in restaurants using bathrooms, etc.

Not apples to apples, but remember when Honolulu had a hepatitis outbreak that made the news? It was largely spread by homeless people and prompted Starbucks and other vendors to keep milk, sugar, etc. behind the counter and to close restrooms.

These are people "invited" in by this administration. They are not included in monthly "encounter" numbers.
