A Washington, D.C. man is in custody following multiple carjackings and shootings in D.C. and Montgomery County on Saturday, March 11, 2023. The suspect was apprehended by Montgomery County Police 4th District officers in Wheaton.

Through the course of the investigation, Major Crimes detectives learned that earlier in the day, 43-year-old Monteray Horn had boarded a Metro train in Anacostia, and armed with a handgun on the train, Horn shot at an adult male. The bullet went through the victim’s clothing but did not strike the victim.

When the train stopped, Horn left the Metro and carjacked a vehicle at gunpoint in Washington, D.C. He abandoned that vehicle and boarded the Metro train, riding it to the Wheaton Metro stop where, at approximately 11:06 a.m., he attempted to carjack an Audi at the Westfield Wheaton Mall.

Horn pointed the gun at an adult female with two young children and demanded the keys to the Audi. The woman was able to get her children out of the car and run away. Horn entered the Audi and although he had the key, he was not able to start the car.

Horn abandoned the Audi and detectives believe that he tried to carjack a second car, which is reported to be a small red Honda. The driver of that car was able to get away.

He tried to carjack a third car, a BMW, in the parking lot, but the driver sped away. Horn fired into the BMW, shooting out a window. The female driver was not injured.

Horn then approached a woman in a Hyundai Tucson and attempted to open the door of the Hyundai. The adult female was able to drive away without injury.

Horn ran across the parking lot where he tried to carjack a fifth vehicle on Ring Road. Horn, fired at the adult female, shooting her in the face. Unable to steal her Honda Civic, Horn ran away.

4th District officers tracked Horn to a residential area in the 2900 block of Faulkner Place. Horn attempted to force his way into a house by smashing a window with the butt of his gun. Officers arrived and Horn was taken into custody without incident at approximately 11:15 a.m.
A .40 caliber handgun was located at the scene.

The driver of the Honda was transported to an area hospital where she underwent surgery. She is listed in serious, but stable condition.

Detectives are asking for the driver of the second attempted carjacking or any other witnesses to contact the Major Crimes Division at 240-773-5070.

Horn was arrested and charged with multiple counts of carjacking, attempted second-degree murder, use of a firearm in the commission of a crime, felony possession of a gun, and home invasion. Horn had recently been released from a federal prison after serving 17-years for sexual assault of a child.



And here they said people were idiots for making the assertion that the purple line will spread crime all over MoCo. Case Study 101 of DC yet again exporting its crime to surrounding neighborhoods that just want to live in peace. Wait until criminals that DC let's off with zero punishment target all of the neighborhoods on the purple line because it is perceived that they have wealth.


But if they were seeking wealth, they would target Bethesda or Arlington, both of which are very convenient via public transit. Instead he went to silver spring/Wheaton. And it seems to be a pattern that criminals choose silver spring. Why?


I don’t know how to say this without sounding racist, but Silver Spring has plenty of people with money and a carjacking/robbery doesn’t necessarily lead to riches anyhow, it’s about getting in and out quickly without being noticed. Silver Spring/Wheaton are more conducive to that because these are areas that are crowded and diverse. It’s probably a lot easier to blend in before and after, and thus to get away with it. Whether housing prices are in the millions or $600K+ doesn’t really impact what the robber will walk away with.


Exactly, and criminals aren't dumb. You can rob silver spring because it is on the borders of PG and DC, so once you flee, cops have all sorts of problems with jurisdiction and often refuse to chase because of it once criminals cross country borders.


Is jurisdiction really still an issue in chasing down criminals? Anyone know for sure? It seems silly if Moco police really can't do anything once the criminal crosses DC lines.

I believe it is. There was recently a police chase that ended when the driver passed from MoCo into DC on Connecticut Avenue.

What am I missing? Silver Spring is adjacent to both PG County and DC.


Look at a map that shows the location of Wheaton Plaza.


Wheaton Plaza is only 3.9 miles from the DC border and about 7 miles from the PG border...i.e. only about 10-15 minute drives. By the time police even respond to the call and even have an ID of what to chase, the criminals are already in PG or DC and then cops stop chasing because of jurisdictional issues. Yes, look at a map. Thanks for proving my point.


Is there a wall preventing criminals in Bethesda from fleeing to DC or Virginia?

The river makes it slightly more difficult to flee in and out of Virginia, because there are only so many bridges. But logistically it’s just as easy to carjack in Bethesda and flee to DC than it is to carjack in Silver Spring and flee to DC. Yet it’s happening much less in Bethesda. However, SS is quite a bit more diverse both socioeconomically and racially. I personally believe that criminals think they’re more likely to get away with crime if they target POC and lower SES victims.

Yes, they won't chase across borders unless you committed something like murder or shot someone. If you stole a car, they're pretty much going to stop even though stolen cars are often used for more crime.

I could see this too.

Also have they said whether this guy was high? Like he had keys to a car but couldn’t start it, and then couldn’t carjack anyone else either so he runs to someone’s house?

Why was the carjacker at the Wheaton Target parking lot allowed to get that far? According to mocopgnews, he shot someone on the metro in DC, got off and carjacked someone in DC at gunpoint, then got back on the metro and took it all the way to Wheaton. Why wasn’t he stopped at any point before then??

Similarly, I used to go to that Lulu Lemon in Bethesda, but these days I steer clear of that area.

Great work by police catching three criminals who did a carjacking in SS this evening. It seems like Moco police pursued the criminals into NE DC. Two of the criminals tried to flee on foot.

Downtown Solver Spring is literally on the DC border so that is a substantial disadvantage over having to drive a couple miles down Wisconsin and hope not to get caught. MCPD are lately positioning a cruiser at the Saks so if they get a call it’s possible that they could cut off and stop any carjacker before they reach Western Avenue. In downtown Silver Spring they can cross into DC multiple ways and rather quickly and effortlessly.

They can only pursue if it’s a violent felony where the perps are considered an imminent threat. It’s great that they have now decided that applies to armed carjackers. If DC doesn’t want to pursue that’s their business. But all neighboring jurisdictions are not beholden to that game. It’s good to let the DC criminals know that they will not find soft targets in neighboring jurisdictions. DC will need to figure out what they are going to do but they will not be exporting violent crime.
