What does the Constitution say regarding high crimes and misdemeanors while in office?

Is requesting help from a foreign country OK? It's true that countries do this all the time.
But it's not OK if it's to find potentially damaging information on a domestic political rival...
What about asking for help in digging up past history, like the DNC server? This cannot be construed as looking for dirt on a current opponent, or can it?
Did Mulvaney say at any point that Trump wanted to investigate the Bidens? That would not be OK.

Regarding Giuliani, perhaps it's not illegal or impeachable to ask an individual without the proper vetting or security clearances to talk to a foreign country, but is it impeachable, when that individual is being paid by that foreign country (Ukraine), or by a known foreign enemy (Russia)? That would be a major conflict of interest at minimum.

The server investigation is as political as the Biden investigation. Trump wants an of 2016 in order to use it in the 2020 campaign. The request is for the benefit of Trump, Manafort, and Trump's campaign. It has nothing to do with the United States relations with Ukraine.

RE: Bidens - it was part of what Rudy was doing - it was widely covered. You can connect the dots from being told to work with Rudy to what Rudy was doing. Also, it was in the text messages.
RE: Rudy : it is illegal to be working for "free" on behalf of the Federal Government.

The DNC server is a total (and debunked) conspiracy theory. I cannot believe anyone, much less the President of the United States and the Acting Chief of Staff are peddling this BS.

Except he is wrong and attempting to normalize what they did - threaten a foreign government to get them to dig up dirt on a political opponent and give someone (Giuliani)without a security clearance who was being paid by a Russian agent (Firtash) and the Turkish government to run a shadow foreign policy with direction and cooperation from the WH
