Iranians have been killed though. Strikes in Damascus have killed many Iranians. Strikes by Israel in a third country (Syria) that kill Iranians are considered fine because they are seen as helping Hamas.

However strikes against Americans stationed in another country (Jordan) are deemed as not ok even though we are directly helping Israel in their war.

I disagree with that notion. If we help another country engage in warfare then our troops become legitimate targets by allies of the party we are helping to fight against.

Empires don't ever view their citizens as legitimate targets. Strong leaders make sure other countries know they are off limits.
