DC should give away 10% of the revenues in a lottery for those who come to a full stop. Every time you go through the intersection and stop you plates are entered in to the lottery. Carrot and stick.

The fact that the city did not institute such a sign and that a private citizen had to is a good indicator that the city is more interested in revenue than safety.

The city put up the stop sign. The stop sign is the sign that you are supposed to stop. The fact that you don't think a stop sign indicates "make a full stop behind this white line" and instead you need a sign ON THE STOP SIGN saying "you're supposed to stop here" just means you're a bad driver, it doesn't mean there's a nefarious scheme at work to trick you out of your ticket money.
