For some people it would be considered cheating if their husband / wife is sexting and talking about sex with someone else.

If the two people masturbating are doing it because of sexual attraction between them, then I think it's shading into cheating. But if they're just being silly (or weird) and have no desire to be sexual with each other, then no.

I assume OP's wife's position reflects this: she isn't attracted to her friend, but if her husband did this with a female friend, she would assume that reflects some attraction, given OP's and OP's wife's sexual orientation (hetero).

Is it cheating when sex with has been very infrequent (obligation), and your wife masturbates (solo) to take of her needs? In my view it’s a form of cheating, even though she isn’t having sex,hooking up, or having intimate conversations with another.

I’m debating whether have a conversation with about this this, and to frame it as cheating.

I’m sorry but this is so odd to me (but definitely not cheating). I have a very close group of girlfriends, we talk about sex often, have little boundaries with what we discuss. And this has never and would never happen.
