The council and mayor have to fund it. They don’t want to do this, but it will be hard for them to ignore 170,000 votes. Apparently Bowser said something about potentially postponing the implementation of this to 2028. The reason being of course is that she knows that RCV will hurt her reelection prospects. |

When the OP went up, the votes in favor were 170,000 give or take. Now it’s 186,000 give or take. The percentages have changed too. Maybe you misread it initially? |
