No, Donnie, Russia is an adversary that meddled in elections in the US, Britain, France and Germany (among others), killed journalists and dissidents, shot down a civilian airliner, overthrew a government in Montenegro, bombed civilians in Syria, invaded Georgia, Ukraine and Crimea. And it systematically cheated at the Olympics. It is not a competitor.

He could even be thwarted from issuing a report.

Very. He knows Congress will do squat unless it changes hands in a major way.

He's either sure the American people will not change the majority in the Senate and House, OR he already has a plan for Russia to "help out" during midterms.
