I am a federal employee (caucasian) and have worked for the Federal Government for twenty years. When we needed a new professional in my unit, we were always told first to look for a minority. Well, that was fine, but in my very specialized field, there aren't that many who applied for the jobs open.

I have also noted that when a problem employee, who is a minority (AA in both cases in my iexperience) is disruptive and/or a poor performer (drugging and getting drunk at work, leaves for very lengthy periods of time during the day leaving the work undone), we are encouraged NOT to take action. Essentially, I was told "don't go there" because the agency didn't want to deal with any sort of charge of discrimination. So, the offender was just allowed to continue the poor work habits and destructive behavior in the unit. Very demoralizing.

This happens across the board. Your experience just happens to be two AAs. Please don't act as though Blacks are the only poor performers and the only ones who allege discriminatory and hostile work environments. I have had to entertain and defend EEO cases filed by a white man who claimed his white supervisors discriminated against him because of his national origin (Italian). I've had a complaint involving a white woman who once disciplined complained of sex and age discrimination. An American born Black man who complained that his Black supervisor only promoted Black Caribbean Americans. An Indian American man who alleged discrimination because of his race and national origin. He could not get promoted to a supervisory position because clients had a difficult time communicating with him.

The way your office handled poor performance is indicative of how ineffective the office operates. I am sure the two individuals you singled out were not the only poor performers. But, interesting enough, they are the only two you noticed.


What portion of the claims you defend are brought by white men? By white people regardless of gender?. By African Americans? By Asians


Largest percentage of complainants overall have been women - black, white annd a few hispanic.

White folks have been doing this for decades. When I'm interviewing with a white person I already know my chances of getting the job are slim and I'm usually right. I've been told I do a great job at interviewing, have tons of useful skills and am highly educated but in my experience whites want to hire their own hence why Affirmative Action is a necessity.

Back when it was easier to get folks in that you know, I worked in a division at one agency, where out of maybe 200 people there were only 3 or 4 minorities because it was just white folks hiring in their friends and family. My white female boss along with her husband and neighbors all worked in the same division.

Now there are more minorities but the majority of the top jobs are held by whites.

+2 Same thing in my agency too. We now only have one admin for maybe 50 people. Everyone just does their own filing and fedexing. Sort of a waste of a GS 15 to spend days filing, but whatever.
