The observation is correct in that in this area admin jobs are filled often by black women.
To get a job OP, you must apply for professional positions. |

As a white federal contractor I think it is great that so many women now in their 50s and 60s have been able to rise to management positions in the fed gov (I mostly work in accounting and IT). My mom is a similar age and she and my MIL always tell me that they felt they only had a few choices for careers - teacher, nurse, secretary, book keeper.
I love that my fed clients are ethnically diverse, from a variety of backgrounds, and some have handicaps that are accommodated. It makes my company hire more diverse people so that we "look like the client". Sometimes it's tough to relate to people different than you, but in my experience diverse teams are more innovative because people with different experiences approach problems differently. |
Plus, more able to be Global rather than Local. You need that edge to be competitive. |

The ones in customer service suck-any race.Who hired them?! They'd never make it in a private business that requires customer service.

Not a good strategy in government. I've seen few admin folks get promoted to professional positions, and for those few, it was an unusual situation (external hiring freeze prevented opening the job to the public, etc.) |

This x 1000. You might want to start at changing your perception that you are somehow a victim. That might help you be more introspective as to why you are not getting these jobs. |
