To be honest with you, I think it’s not politically tenuous to enforce traffic laws against Black ATV riders but not conversely against White cyclists and actually reducing the laws that apply to cyclists. So by creating an area of de jure lawlessness with cycling has necessarily led to allowing de facto lawlessness with ATVs. If they go after ATVs then the expectation would be that cyclists need to be ready for tickets.

I don't understand what you are getting at. Do you want to do away with all cars in DC or just continue to allow out of control ATV driving because cars are more dangerous? Other cities in the US are able to solve multiple problems at once, in case you are not aware.

The thing is ATVs, particularly in this case, are not transport. They serve no practical purpose for the people riding them illegally on city streets. They are recreational, and terrorizing law-abiding citizens is ultimately the most recreational aspect of this for the aforementioned dudes.

A few weeks ago I saw a group of them roll through a playground filled with children of various races and ethnicities. The kids were freaked out. The parents were even more freaked out. I saw nothing culturally defensible in putting Black or White children in danger.
