I also think that if phones are too distracting to use while driving, then car radios are, too. It's absurd to think listening to a phone call is distracting but listening music isn't.

Have you ever seen people singing, dancing and grooving behind the wheel? I do all the time. You can't tell me they aren't at least as distracted as someone on the phone.
