The democrats want all these people to be included in the census. That gives them more congressional members. People are fleeing blue states for red states and those people will give red states more congressional members. These migrants will, in Democrats minds, make up for that internal migration. This is ALL about total power. They don’t care about the problems with poor communities that exist now and have existed - those people are already counted.
