Transgender is an intentionally meaningless term; everyone on the planet is transgender to some extent. Transsexual is a somewhat more precise term but still misleading because it falsely implies that humans can change sex.

I don't think it's intentionally meaningless but I would agree that as a political issue people intentionally muddy the water on whether something is a sex or gender issue.
