The moral dilemma, is how does the county executive keep a guy whose been on the cover of Newsday for having sex with prostitutes in a police car, in a marked unit and keep him as the chief of police? It had to be covered up somehow and they reallly didn't want to uncover the prostitution that the chief was in on during that time- so they wanted to keep the FBI out.
New task force came in without hesitation and nothing to cover up

There were allegations of a snuff film in the chief’s possession, which raises the question of whether the thing being covered up goes beyond having sex with prostitutes in his patrol car.I don’t think it’s a stretch to think something darker is in the mix than mere inappropriate conduct.

yep and based on the new findings from RH's house maybe he was providing the snuff films or they worked together in creating them.

Interesting to me what drives these people over the edge? Clearly it was their upbringing, but so many "upstanding citizens"? They have at least two personas! Crazy.

It is not necessarily his upbringing. Never underestimate the power of one's genetic makeup. Scary.
