Why do people in college need services. They are their to learn, not to have services.

When you have to compare an action taken during a pandemic that was voted on and approved by Congress to an action unilaterally taken by a president in order to buy votes, you've lost the argument.
When has a president, at any time, taken a unilateral action that will result in a cost of $550 Billion or more?
