He was in the room for the call which makes him a material witness.

And no, the actual transcript of the call has not been released. The White House released a summary of the call, which is very different. For as bad as the Summary was, I am willing to posit that the balance of the call, in substance, is much worse, given what we are seeing of Russian troop movement in Ukraine right now.
