I'm not sure they'll really make Maggie a villain. Remember that in Walking Dead time, we're only something like five or six weeks since Glenn was killed, so her grief is still very deep and raw. I think this is setting up the internal conflict of two leaders in the group, each with their own band of loyal supporters and each with their own very deep grief over the death of a loved one that they're processing via the handling of Negan. There's a lot of room there for this to play out without Maggie becoming a villain.
Jesus joining in was a bit surprising, but at the same time, his view has always been about not killing the Saviors because they could be redeemed, and wouldn't necessarily feel the same way about Negan. Also, I wonder if Jesus may be more of a loyal follower of whoever's the current leader than the free-thinker we've understood him to be so far. Back when we first met him, Jesus was pretty loyal to Gregory until Maggie started to stand up to him, and as she started to become a leader Jesus switched his loyalties to Maggie. He has his principles, but maybe they're a bit flexible at times depending on who he's following.
