We got too much fracking oil at home to make it worth invading elesewhere for oil, at least for now.
If anything OPEC and non-OPEC (Russia) are cutting production to increase prices because there is just too much oil around right now.

I think it will be that Senator with a lot of foreign policy experience because confirmation by the Senate will be smooth sailing for one of their brothers, and he won't outshine Trump.
