This is more common that you think. DC government employees act like party functionaries in the old Communist era, in that they feel there are privileges and perks there for the taking.

This. I'd wager that vast majority of residency cheats from MD and VA are DC municipal employees. Of course many work in DCPS - their friend is the one responsible for reviewing residency documents. If a principal want to keep their job, they ignore the cheating otherwise they'll be labeled a "rat." And then you have the case of the two MPD cops who got busted last year.

The system is rotten to the core. And don't get me started on all the District employees who have handicapped placards.....ugh.

Why don't you go ahead and get started on that. It seems everyone is bored.

I think she might be too busy interrogating three year olds at her school's volunteer literacy event.

"Any legit District taxpayer with half a brain can tell you why the cheating is an issue - IT CAUSES MY TAXES TO STAY HIGH! I'm all for giving District kids - of any socioeconomic background - a great education. I'm happy to pay my taxes for that. But I don't want to foot the bill for MD and VA parents who want to leech off our decent charters and cheap after-care programs that ar conveniently near their District offices."
Right; however, there's a time, place and way to out cheaters that do not include involving children.

I do NOT agree with OP's methods. That said, it is the child's parents who decided to make them complicit in the crime.
Still doesn't matter. I do not want a mentally ill person addressing my child. Yes, if you're manipulating children by asking where they live, you are mentally ill.
Huh. Is that in the DSM IV?
Check DSM-V. IV is outdated. BTW-it's there under psychosis section.

The girl kept repeatedly asking for a play date so I said that I didn't know her mom yet but that we could meet up at a park - so I asked her where she lived and she said, robotically "Washington, DC." I didn't realize at first and I was like, "right, I meant what neighborhood." And she just kept insisting she lived in DC. Then I caught on.

But I didn't turn her in because she was 6 and I'm not a horrible person.

Not trying to defend a possible residency cheater, but my child would answer the same thing. They memorize addresses and the city is "Washington, DC." I didn't think to have my child memorize the name of the neighborhood. Did you follow up with the mom about the play date?
+1. We live in Columbia Heights and my 6 year old would say Washington, DC.
