She must not be in such a great place in her own life so I doubt that she has the resources to move.

I'm so sorry. I've also struggled with this, even though my depression issues are under control. It takes time and I finally just expressed my frustration to one of them and explained that I had a bad spell, I never abused substances and I'm in a good place now. She spread the word and things got somewhat better.

Police deal with neighbor conflicts and mental illness on a daily basis, in fact it's near the top of the list of routine calls. They are often excellent at defusing situations or providing suggested solutions. They are not your enemies. They don't want neighbor conflicts to turn into assaults and homicides, which is not infrequent, so they are motivated to help if you approach them as helpers, not hostile invaders.

Who "spread the word"? Why is it anyone's business? Anyone pointing the finger has likely been accused of worse, and is probably trying to deflect.

Move or the cheaper alternative would be to arm yourself, assuming you dont own an firearm. Im not joking. This person could attempt to murder your or others. It is out of his control. Btdt.
