The way it works is like this: Trump nominates Judge Cannon for the Supreme Court. Senator Hogan hems and haws and expresses concerns and misgivings. If his vote is needed, Hogan comes under immense pressure and eventually caves. If his vote is not needed, Hogan is given permission to vote no to show how “independent” he is.
This process is called “The Susan Collins”.
