Congress passes appropriations. Appropriations direct agencies to spend. Agencies spend it. Treasury pays the debt. If Congress doesn’t authorize Treasury to pay back what it borrowed to fund th e programs Congress told them to fund, who is the a*hole? |

The 14th amendment does not authorize Biden to ignore the debt ceiling. It says that debts must be honored. The 14th amendment requires Biden to pay debts rather than other spending, if the debt ceiling is not raised.
It also says debts, authorized by law, must be paid. So if Biden borrows without Congress raising the debt ceiling, then this money does not have to be paid back. |
With what money? The revenue already set aside for spending on tasks appropriated by Congress? That doesn’t work. |
There is only one person in the room who has a history of making deals across party lines, sometimes to the dismay of his own partisans, and that is President Biden. Everyone knows McCarthy and his caucus won’t honor a deal as soon as anyone on the right criticizes it and Schumer can’t do anything without 10 or 12 Republican Senators and they are all hiding under their desks to avoid criticism from the right. |
