Keep trying,

They're talking about regular players playing up one level or Aug / Sept players playing up 2 levels.

This has nothing to do with Aug / Sept players playing up so they can be on the team that's their grade in school.

Normal people are interpreting this properly - Aug/Sept kids will play on grade unless they can't because it's playing down which isn't allowed. The caveat language is for Q4 kids wanting to play up which clubs are trying to discourage parents from bugging them about. Everyone knows this. It's very obvious.

Q: Can a player born between August 1 and September 30 play up if they are in the higher school grade?

A: School grade may be considered as part of the evaluation, but the decision to allow a player to play up is ultimately based on technical criteria including the player’s skill, maturity, and readiness for the older age group. Grade alone does not guarantee that a player will play up.

No, I think the clubs are being cagey on purpose. It's just case-by-case with grade-favor window dressing. Also, the next section makes it clear this is more likely with in-state teams vs. national ones. They don't want to lose nationally from doing this.

As a coach, I would love to have a solid team, then have some parent come demand I take his kid with 3 left feet to play up so he/she/they can be with their school friends

If a player isnt good enough to play on their grade in school A team then they play on their grade in school B team. Pretty simple
