You don't see the issue with young kids and preschoolers going to neighbor's houses on Halloween and not realizing that this guy has barbed wire everywhere? I'm sure his immediate neighbors know about him, but kids trick or treat from several streets away. Also, this is a block away from an elementary school that kids walk to.


No, I don’t see an issue. The kids should be taught to stay off people’s yards. If they’re trick or treating they should either be supervised by an adult or stay on a walkway (if he even opens his door). Why would your kids be in the lawn if they have been taught proper manners and respect of property, or are supervised? Again—should not be an issue at all.


You seriously think that in the dark, on Halloween, with hordes of kids clambering around, many who don’t walk don’t that block on a normal day, that none of them are going to step off the walkway and onto the grass with embedded barbed wire? You are living in la la land. Even we’ll mannered, polite kids get jostled while they trick or treat.

Can't believe people think it's ok to have semi-concealed barbed wire in a residential area

There are laws against setting traps, even inside your own house. This to me seems like a gray area, even though the police already seem to be fine with it

This could be your moment OP. You need to "trip and fall" and accidentally land on the barbed wire. But land in such a way that your injuries are fairly minor. Then sue the shit out of him. Shake that tree baby.

Did some quick research.

Federal law says nothing about barbed wire with regards to private residences, so this is a state rights issue.

Virginia Code does not prohibit usage of barbed wire either. It references barbed wire as a "legal fence" relating to livestock, but that's about it.

Loudoun County zoning ordinance also says nothing about barbed wire. Amazingly enough.

For giggles, I searched Fairfax County Zoning ordinance and sure enough :

"Barbed wire fences are prohibited in all zoning districts except on lots exceeding
two (2) acres or more in size in the R-A through R-1 Districts. Barbed wire strands
may be used to enclose storage areas, other similar industrial or commercial uses or
swimming pools where the strands are restricted to the uppermost portion of the
fence and do not extend lower than a height of six (6) feet from the nearest ground
level."

I also found some HOA by-laws for communities in Loudoun that prohibits the use of barbed wire.

So on a quick search, it seems that the best avenue for neighbors in OP's community is to put in place a new by-law.

But if the goal is to PREVENT people from walking on the lawn then why have the barbed wire basically hidden in the ground?
