NP. When you live in a TH community this isn't a realistic expectation. Young kids run around, parents don't keep them on leashes like pets, and while parents must teach their kids to respect others property the fact is one kids mistake shouldn't land them in the hospital getting stitches.


All of this may be true. In fact, I think it is true. And yet, it doesn't make it illegal.

OP, you need to work on changing the bylaws.

What county/city is this in. Most municipalities have setback laws with regard to the use of barbwaire

OP here. I actually don't have kids or pets. I see the barbed wire as an ugly nuisance like we live in a war zone. It's right next to the side walk and kids could easily trip and fall into it. We're also not talking about one string of barbed wire, it's curled up everywhere and there are rows of it. I get over 100 trick or treaters a year and most every house has kids, so this is a popular kid neighborhood for trick or treating.

OP--what exactly is your issue?


It won't be so easy for the homeowner to do yard maintenance, though. And the HOA almost certainly does have rules about that.

This is where your energy should be focused. It should not be difficult to rally neighborhood support. You can push for an emergency hearing on this. You and others can pressure your HOA to take action.

Ugly and unwelcoming but I'm guessing that's part of his point.
