What is the problem? Keep your kids and pets off his lawn and there is no safety issue.

NP. When you live in a TH community this isn't a realistic expectation. Young kids run around, parents don't keep them on leashes like pets, and while parents must teach their kids to respect others property the fact is one kids mistake shouldn't land them in the hospital getting stitches.

I have barbed wire embedded in my front garden for the same reason. Kids who cut themselves have needed only a tetanus shot, not stitches.

Rookie... electric wire and a few of these work better https://www.amazon.com/Beamshot-Grizzly-Bear-15-Trap/dp/B00021UX68

Why doesn’t the HOA just pass a rule banning barbed wire , no grandfathering?

This blew up my neighborhood facebook group over a month ago. Dozens of calls were made to police and neighbors spoke to this neighbor asking him to remove it. I saw the sheriff at his house myself and assumed something would happen. There was another update posted this morning that law enforcement, the zoning board, and Department of Health and the HOA and all have now said their hands are tied. Barbed wire is still there roped all over his yard.

I don’t understand how police can think this is legal and safe with Halloween coming up next week. How do we live in such a litigious area and this is allowed to go on for more than a month?

OP, it is probably about dogs and not kids.

I bet if the dog owners in your community behaved like responsible owners and good neighbors, this never would have happened.

Stop letting your dogs poop everywhere, folks!

Funny how many people are saying this neighbor is brilliant... if this happened in a TH development inside the beltway it would be in the news. Maybe that's worth trying. Call several local TV stations, one might be desperate enough to run a story on it - which could increase the pressure from authorities.

This. I mean, how is this a problem? It’s not a problem if you and your little cretins stay where you should.

Call the local news and the Washington post.

You sound like the type of person who will injure yourself on his fence to sue him just to make a point.

What neighbor would give money for someone else to buy a fence? I would never in a million years do that and I would feel like a complete idiot asking for someone else to do so. However, I don't let my kids play on others' lawns.

Make Mexico pay for the fence

The first time someone gets injured, he is going to get sued.

You don't see the issue with young kids and preschoolers going to neighbor's houses on Halloween and not realizing that this guy has barbed wire everywhere? I'm sure his immediate neighbors know about him, but kids trick or treat from several streets away. Also, this is a block away from an elementary school that kids walk to.

Agree, but barbed wire could be swapped out for something safer. Also, this sounds exactly like the post about the guy who put up an electric fence in his yard to keep kids off.

OP here. I don't really have a dog in the fight (literally). I don't like how this has divided the neighborhood and how malicious it is, especially since he specifically is targeting kids and dogs.

But young kids and preschoolers will be out with their parents who WILL notice the barbed wire.

It's right next to the side walk and kids could easily trip and fall into it. We're also not talking about one string of barbed wire, it's curled up everywhere and there are rows of it. I get over 100 trick or treaters a year and most every house has kids, so this is a popular kid neighborhood for trick or treating.
