Virginia Code does not prohibit usage of barbed wire either. It references barbed wire as a "legal fence" relating to livestock, but that's about it.

For giggles, I searched Fairfax County Zoning ordinance and sure enough :

"Barbed wire fences are prohibited in all zoning districts except on lots exceeding
two (2) acres or more in size in the R-A through R-1 Districts. Barbed wire strands
may be used to enclose storage areas, other similar industrial or commercial uses or
swimming pools where the strands are restricted to the uppermost portion of the
fence and do not extend lower than a height of six (6) feet from the nearest ground
level."

I also found some HOA by-laws for communities in Loudoun that prohibits the use of barbed wire.

So on a quick search, it seems that the best avenue for neighbors in OP's community is to put in place a new by-law. [/quote]
