Neighbor’s barbed wire to keep kids and pets off lawn

A neighbor on my street currently has embedded barbed wire across his entire townhouse front lawn in order to keep kids and pets away. This blew up my neighborhood facebook group over a month ago. Dozens of calls were made to police and neighbors spoke to this neighbor asking him to remove it. I saw the sheriff at his house myself and assumed something would happen. There was another update posted this morning that law enforcement, the zoning board, and Department of Health and the HOA and all have now said their hands are tied. Barbed wire is still there roped all over his yard.

I don’t understand how police can think this is legal and safe with Halloween coming up next week. How do we live in such a litigious area and this is allowed to go on for more than a month?

What do you believe is illegal about it? I am assuming it's on his property, right? And why would proximity to Halloween make it more illegal?

You don't understand how police can think this is legal?

Well, they look at the laws on the books and assess if the homeowner is in violations of those laws. If he's not, the police can think it's legal.

There IS an HOA, but they don't have rules on the books for barbed wire

Why would your kids and pets go about trampling on your neighbors lawn? Let me guess, you're the type that lets Fido poop in someone's front yard and leaves the gift for the homeowners.

When I was a kid in the 80's, there was a man in our neighborhood who would jump out onto his porch with a riifle pointed at kids whose frisbee landed in his yard. We knew if we put even a finger on his lawn or kicked a ball onto his lawn, he'd "blow our drains out". Barbed wire doesn't scare me.

NP. When you live in a TH community this isn't a realistic expectation. Young kids run around, parents don't keep them on leashes like pets, and while parents must teach their kids to respect others property the fact is one kids mistake shouldn't land them in the hospital getting stitches.

I think the homeowner is brilliant. He's playing by the rules. He doesn't want kids and pets on his lawn/property.

OP--what exactly is your issue?
