The cycle is not going to break. This world does not have much to offer those who are born poor
Being 16 is not reason enough to take children away from a mother, neither is a child swearing
While most of the teen mothers I've taught have indeed been unfit (leaving child rearing up to THEIR mothers), it's a slippery slop to start removing kids from their teen parents, as it's one step closer to a nanny state, IMO.
